How this list is made

Low-confidence rows are listed but marked: where no official text could be reached, treat the figure as a lead to check rather than a fact. Programmes that set no figure at all are not ranked here, because "no minimum" is not a cheaper number — it is a different question, answered on the no-income-requirement page.

Every row here was checked against the immigration ministry, the law itself or an embassy page, in that order, and the figure carries the grade that checking earned: 24 high , 12 medium , 7 low. The country page behind each name carries the statute or the official page it came from, so you can check it yourself rather than take it on trust. Data checked .
