There is no Portuguese government portal that takes this application: every visa application is submitted to VFS Global, a contracted commercial provider, with the appointment booked on VFS’s own site, which varies by country and refuses automated requests. That is recorded in words rather than linked, because a commercial site is exactly what this field exists to distinguish from a state one. The steps kept here are the two things a reader gets wrong without help: choosing between the two visas that share the D8 name, and knowing that the residency visa admits you for 120 days inside which AIMA must issue the actual permit.
