RN 45/2021 has no article on conversion to residência de prazo indeterminado (Brazil's PR). Decreto 9.199/2017 (read directly from planalto.gov.br) gives other temporary categories explicit conversion clauses (arts 142-151) but contains zero mentions of 'nômade' or 'remota'. The absence of a conversion clause is directly verified; that a nomad must switch category is inference from that absence.
