The WIN Extended Stay Visa's own FAQ and eligibility pages (windominica.gov.dm) never mention permanent residence, citizenship, or conversion to another status. Dominica's Immigration and Passport Act, Chap. 18:01 (read from the official gov.dm PDF via OCR) structurally separates 12-month 'Visitor' permits (s.19) from discretionary residence permits including 'permission to reside permanently' (s.9); WIN is framed throughout as a Minister-revocable extended-stay visa, not a s.9 residence permit. No official source states an explicit exclusion clause for WIN time specifically — the 'No' conclusion is inference from this statutory structure and the WIN programme's own silence, not a quoted rule.
