Residency Malta Agency's own FAQ (nomad.residencymalta.gov.mt) states verbatim that 'the Nomad Residence Permit does not lead to any sort of permanent/long-term residency or citizenship' and that time on it does not count toward the EU Directive 2003/109/EC long-term residence route (S.L. 217.05, Status of Long-Term Residents Regulations, 5 years).
