Art. 42(2) names the only excluded holders — refugees, conditional refugees, secondary-protection and humanitarian-residence-permit holders, and temporary-protection beneficiaries; short-term residence permits like the GoTürkiye-linked one are not on that list, so their years count toward the 8-year threshold.
