Dirección General de Migración's own service page (migracion.gob.do/servicio/solicitud-de-residencia-permanente-2/) states change of status to Residente Permanente requires the first Temporary Residency card plus 4 annual renewals, i.e. 5 years. Corroborated by Article 50 of the Reglamento de Aplicación (Decreto 631-11) to Ley General de Migración 285-04, which requires the petition be filed 45 days before completing 5 years of temporary residency; Article 51 Paragraph II allows an exceptional shortening for high-value professional/technical applicants. Both the DGM's own page and the statute agree on 5 years, so this is directly confirmed, not inferred.
