The Immigration & Civil Status Department's own site (ics.gov.sc) lists Visitors Permit, Residence Permit, Gainful Occupation Permit and Permanent Residence as separate tracks; the Workcation programme runs on the Visitors Permit (initial 3 months, extendable to a 12-month cap) per ics.gov.sc/permits/visitors-permit. ICS's own Permanent Residence and Residence Permit pages name only investor (US$1M+, 1+ year legal residence), spouse-of-citizen (5+ years married and resided) and student/skilled-professional (5+ years on a study permit plus a Gainful Occupation Permit) routes — none reference Visitors Permit time.
