Legal basis: Ministry of Manpower, Overseas Networks & Expertise Pass eligibility page (mom.gov.sg): 'a fixed monthly salary of at least S$30,000', earned for 12 consecutive months with an established overseas company, or prospectively with an established Singapore-based one. MOM's 'Eligible activities for a work pass exemption' page lists every activity a foreigner may perform without a pass - arbitration and mediation, exhibitions, government-supported journalism, SICC judicial duties, junkets, location filming and fashion shows, performances, specialised services for new plants, seminars and conferences, government-supported sports, tour facilitation - capped at 90 days in a calendar year, and remote work for an overseas employer is not among them.

ICA's 'Apply for permanent residence' page (ica.gov.sg/reside/PR/apply) lists six eligibility categories: spouse of a citizen or PR, unmarried child under 21, aged parent of a citizen, holder of an Employment Pass or S Pass, student in Singapore with qualifying examinations, and foreign investor. A remote worker for an overseas employer holds none of these: MOM issues no pass for the activity at all, so there is no status to convert and no years to carry over. The grade is medium rather than high because the conclusion is read from the absence of any applicable category rather than from an ICA statement naming remote workers.

MOM's work-pass-exempt list (arbitration, exhibitions, seminars, filming, sports and the like, 90 days a year) does not include remote work for an overseas employer, and a Short-Term Visit Pass authorises no work. The routes that exist are employment routes: ONE Pass at S$30,000/month, the Employment Pass or EntrePass, all of which need a Singapore employer or a Singapore company.
