Kazakhstan: Neo Nomad is open. PR is a different pilot
Fragomen recirculated a 'Kazakhstan: Second Digital Nomad Visa Offering Permanent Residency Introduced' alert. The gov.kz instruction PDF that names Neo Nomad (B12-1) is a live visa with no permanent-residence line. A separate May 2026 joint order pilots Digital Nomad Residency — permanent residence for ICT specialists in Astana and Almaty — through 31 December 2026.
What the Neo Nomad PDF actually says
The Government of Kazakhstan hosts an English instruction sheet for the category that is already live: Instructions for Obtaining Neo Nomad Visa.
It says Kazakhstan introduced the Neo Nomad Visa from 18 November 2024. Category B12-1, multiple-entry, validity and stay up to one year, issued by foreign missions of the Republic of Kazakhstan, with one extension of up to one more year through the Ministry of Internal Affairs. Eligibility on that page: citizens of all countries who work remotely and have a permanent income from foreign sources. Spouses and dependents get visas for the same duration as the main holder.
The money test on that PDF is fixed: a bank statement for the past six months confirming a stable monthly income of at least $3,000, plus a tax return, a criminal-record certificate, medical insurance for the visa period, and — for applicants outside a 48-country invitation-exempt list in Appendix 1 — an invitation letter. Processing is five working days after submission at a foreign mission. The notes say the visa does not permit employment in Kazakhstan.
That PDF never mentions permanent residence. The Kazakhstan page already marks Neo Nomad active on that basis.
What Fragomen’s “second” track is not
Fragomen’s Kazakhstan: Second Digital Nomad Visa Offering Permanent Residency Introduced alert (dated 7 April 2025, recirculating into feeds on 21 October 2026) contrasts an Astana Hub / IT-sector track with Neo Nomad and says the newer category offers a permanent-residency pathway. Treat the operational detail on that page — online single-entry filing, no dependents, local work banned — as secondary until a ministry instruction on the same footing as the Neo Nomad PDF prints it.
The Neo Nomad sheet is not that second track. It is the open B12-1 visa. Calling it a permanent- residence offer misreads the document the government published for it.
The PR instrument that is in the gazette
What officials did publish for permanent residence under a “Digital Nomad Residency” label is a joint order, not the Neo Nomad PDF: Deputy Prime Minister — Minister for Artificial Intelligence and Digital Development № 241/НҚ of 6 May 2026, with Interior Minister № 301 of 24 April 2026. The Kazakh text sits on the legal database that republishes the NPA control bank: Digital Nomad Residency pilot joint order (registry № 225473; official electronic publication dated 25 May 2026). The order enters into force on the day after official publication and runs until 31 December 2026.
It launches a pilot, in Astana and Almaty only, for delivering the state service “granting foreigners and stateless persons a permit for permanent residence in the Republic of Kazakhstan” to specialists in information and communication services. Applicants start on astanahub.com for sector verification, then file the permanent-residence service on the e-government portal (egov.kz). The algorithm’s document list for the Astana Hub stage names a passport copy, optional diploma scan, portfolio, photo, qualification certificate, CV, motivation letter and a criminal-record document. It does not print an income floor. This post does not invent one.
That is permanent residence under a time-limited pilot — not an amendment of Neo Nomad B12-1, and not proof that every remote worker in Kazakhstan has a PR path.
What a remote worker can do with this today
- Neo Nomad (B12-1): open. File at a Kazakh foreign mission with the pack the PDF lists. See the Kazakhstan page for the graded reading of that row.
- Digital Nomad Residency: a gazetted pilot for ICT specialists seeking permanent residence in Astana or Almaty, with a hard end date of 31 December 2026. The apply path the order names is Astana Hub then egov; Astana Hub’s public DNV/DNR landing is thin, so treat the joint order as the rule and the portal as the door.
- Fragomen’s “second Digital Nomad Visa” remains a secondary label until Interior or Digital Development publishes a Neo-Nomad-style instruction for it.
If you see an official English instruction for that second visa category — or a notice that the residency pilot closed early — tell us.
Everything above is taken from the gov.kz Neo Nomad instruction PDF and the May 2026 Digital Nomad Residency joint order (zakon.uchet.kz republication of the NPA control bank), checked on 21 October 2026, with Fragomen cited only as the secondary alert that recirculated.
The row behind this
Every figure this post relies on lives on a country page with its source and its confidence grade beside it. That is where it gets corrected, and where it stays current after the post stops being news.
